Shen Lekai, born in September 1971, is from Shandong, China. The author graduated from Shandong University of Technology in July 2004 with the title of senior engineer. The author works at Shandong Fair Engineering Consulting Co., Ltd. in China and is in charge of the company's overall work. The author has profound knowledge in engineering cost consulting, engineering consulting, engineering supervision, bidding and procurement agency, etc. Over the years, we have presided over and consulted on key investment and construction projects of governments at provincial, municipal and district levels.

Liu Jie, born in February 1971, is a native of Shandong, China, with the title of senior engineer. The author works at the Second Engineering Quality and Safety Production Supervision Station of Jinan City, China, as deputy station director. The author has profound knowledge in engineering quality supervision and management, prevention and control of common engineering quality problems, engineering supervision, and project management. Over the years, the author has been responsible for supervising key investment projects of municipal and district governments at all levels.
